After the end of the First World War, Tanganyika was entrusted by the League of Nations to manage Southern Africa as a Class B mandated territory, and Lake Tanganyika became the inner lake of Southern Africa.

Strictly speaking, Lake Victoria is not an inner lake in southern Africa. Half of it belongs to the British East African protectorate. The same problem comes to East Africa. If the land is not managed well, the land will be leased to southern Africans for land rent, and even those who see the plantation is about to make a profit and tear up the contract because of greed, most of them have little ability and are just scoundrels.

For ordinary people, rogues have many ways, and most of them will succeed.

If such a thing happened only in a small area, the North Tanganyika state government and the East African colonial government would be able to suppress it.

The frequent occurrence of accidents is no longer an accident, but inevitable. In order to protect their own interests, the government of North Tanganyika and the colonial government of East Africa have to face up to this problem.
