Fang Jian said: "Unfortunately, if the Buddhist sect agreed before, it would still be possible to form a Buddhist association, but it is really impossible now."

"Why not?" Avalokitesvara asked.

Fang Jian said, "Because I don't want to."

"." Hearing the words, Avalokitesvara stared at Fang Jian and said, "Fang Jian, are you really going to drive and kill all my disciples from Hezhou, Xiniu?"

Fang Jian raised his eyebrows and said, "What did the Bodhisattva say? How can Fang Jian have such abilities?"

"You are very capable." Guanshiyin said: "The Taiyi Golden Immortal has no power to resist in front of you, and the Buddhist disciples in the human world of Xiniu Hezhou are just a piece of meat on the cutting board to you today. "

Fang Jian said: "The Bodhisattva's words are over. Human flesh is not delicious, and eating human flesh is against the law of heaven."

"Don't play dumb." Avalokitesvara turned to Fang Jian and said, "This poor monk is also here, will you build this Buddhist meeting or not?"

Fang Jian shook his head and said, "It is impossible to build a Buddhist association now."

Avalokitesvara Bodhisattva looked at Fang Jian, suddenly his expression softened, and he asked, "Then what do you want?"

A smile appeared on Fang Jian's face, and then he looked at Avalokitesvara and said, "The Buddhist Association will not be built now, but a 'Tiantiao Commandery Institute', referred to as 'Tianluyuan' for short, can be jointly established by Xitianfu and Buddhism."

"Tianluyuan?" Avalokitesvara looked slightly surprised, then sat upright and said, "Let's talk about it in detail."

Fang Jian said: "This Tiantiao Precept Institute, as the name suggests, is in charge of the execution of the Tiantiao and the Buddhist precepts in Xiniu Hezhou. Of course, the execution of the Tiantiao comes from the West Tianfu, and the execution of the Buddhist precepts comes from the Buddhist Sect. There is a permanent Bodhisattva from the Buddhist Sect. The West Heaven Mansion is permanently resident by the Generals Cutting Down the Altar and the General Poor Temple, and the Tianlu Court is under the jurisdiction of the West Heaven Mansion, that is to say, under the jurisdiction of this Monarch."

Fang Jian smiled and said, "That's the business of the Buddhas and Bodhisattvas."

Avalokitesvara nodded, and asked again: "Then how will the 'Tianluyuan' be in charge, or how will the Heavenly Rules be enforced?"

Fang Jian said: "First of all, the rules of heaven are above the Buddhist precepts. Once the Buddhist disciples of Xiniu Hezhou violate the rules of heaven, they will be punished first with the rules of heaven, and then with the precepts. Let’s learn the precepts of Buddhism and practice the rules of heaven together.”

Avalokitesvara was silent for a moment, then nodded and said, "But, is there anything else?"

Fang Jiandao: "No, as long as I can follow what I said, Buddhist disciples can practice the rules of heaven as they practice Buddhist precepts, that would be great."

Avalokitesvara nodded and said, "Yes, the poor monk knows."

After speaking, Avalokitesvara took a sip of tea.Then he stood up and said: "Since that's the case, the poor monk will take his leave first."

Fang Jian was slightly taken aback, got up and said, "The Bodhisattva is leaving so soon?"

"I don't think you welcome me either, so it's better to leave early, so as not to offend me." Avalokitesvara said with a smile.

Fang Jian smiled and said, "What did the Bodhisattva say? How could Fang Jian not welcome the Great Merciful and Great Compassionate Guanyin Bodhisattva?"

After finishing speaking, Fang Jian immediately took a step forward and said, "I'll give it to Bodhisattva."

After Avalokitesvara left Xitian Mansion, he went straight back to Daleiyin Temple in Xitian to report to Buddha Tathagata.

After listening to Fang Jian's conditions, Vairouchi Buddha couldn't help saying: "Let all my Buddhist disciples go to practice Tiantiao? Then will they be monks of Buddhism? Or fairy officials of heaven?"

"It's a Buddhist monk from Tomorrow Tiao." Zhan Tan Gongde Buddha, who had never spoken until now, spoke at this moment.

All the Buddhas and Bodhisattvas looked at Zhantan Gongde Buddha, and only heard Zhantan Gongde Buddha said: "It is not a bad thing for my Buddhist disciples to be familiar with the rules of heaven."

As soon as Zhantan Gongde Buddha said this, Vairuccia Buddha's eyes suddenly lit up, and he said in his heart: "Yes, we can use our strength to fight."

Since the Buddhist disciples of Xiniu Hezhou cannot resist Tiantiao and Xitianfu through normal means, why not use Tiantiao to fight against Tiantiao?
In the past, the rules of heaven were actually translucent, and many gods only knew a few generalities, knowing what to do would violate the rules of heaven.

But he didn't know much about the detailed rules of Tian Tiao, so it was hard to say whether it was a good thing or a bad thing for Fang Jian to teach the Buddhist disciples the detailed rules of Tian Tiao.

As we all know, if you can’t fight it, join it. If you want to resist something, if you can’t use normal methods and brute force, then you should learn about it and even join it.

As the saying goes, a 'backstab' can only be initiated by going around the back first.

Therefore, Fang Jian's proposal of the 'Tianluyuan' was approved by these anti-Tiantiao buddhas and bodhisattvas.

Anyway, it's just to practice the rules of heaven, not to change the Taoism of heaven, so it doesn't hurt to try it.

In this way, the discussion of the 'Tianluyuan' was unexpectedly passed in the Buddhist sect, and then it was time to study which Bodhisattva should be sent to preside over it.

The Tathagata Buddha asked everyone to recommend, and soon the Buddhas began to recommend the candidate in their hearts.

Some recommended Guanshiyin Bodhisattva, some recommended Manjushri and Samantabhadra, and some recommended Ksitigarbha Bodhisattva. In the end, even the Eight Great Ming Kings were recommended.

But these people were all rejected by the Ancient Buddha of Burning Lamp, Maitreya Buddha and Medicine Master Liuliguangwang Buddha, "Eight Bodhisattvas and Eight Great Ming Kings are not suitable." Maitreya Buddha shook his head and said.

The pharmacist Liuliguang Wangfo also said: "Although the West Heaven Mansion is heavy, it is not enough for our Buddhism to send the Eight Great Bodhisattvas and Eight Great Ming Kings to go there."

The ancient Buddha who burned the lamp also nodded, and said: "What Maitreya Buddha and the pharmacist Liuliguangwang Buddha said is very true. According to the poor monk, it is enough to send a post-certification Bodhisattva."

After hearing the words, the Buddhas once again looked at the Tathagata Buddha.

And the Tathagata Buddha said to Guanyin Bodhisattva, "Is there anyone to choose for Venerable Guanyin?"

Avalokitesvara Bodhisattva was asked by the Buddha, and immediately bowed and said, "I recommend two Bodhisattvas from Vinaya School."

Hearing the words of Avalokiteshvara Bodhisattva, all the Buddhas present were a little surprised, but it was only natural to think about it.

Disciples of Luzong take Buddhist precepts as their main purpose, and they are the ones who attach the most importance to precepts among all sects of Buddhism.

The reason why the previous Buddhas did not recommend the two Bodhisattvas of the Vinaya School was not because they did not know this, but precisely because they knew, they were unwilling to recommend these two Bodhisattvas.

But now Avalokitesvara Bodhisattva recommends two Bodhisattvas of the Law Sect to go to Xitian Mansion to take charge of the Buddhist precepts, which is both unexpected and expected.

But now that Avalokitesvara Bodhisattva has opened his mouth, Maitreya Buddha also immediately said to Tathagata Buddha: "The poor monk thinks that it is very reasonable for Venerable Avalokitesvara to recommend candidates."

Tathagata Buddha nodded slightly, and then said, "She Mo Teng, where is Zhu Falan?"

The two Bodhisattvas of Vinaya Sect: White Horse Bodhisattva She Moteng, and Fa Zang Bodhisattva Zhu Falan immediately stepped down from the lotus platform and worshiped: "Disciple She Moteng (Zhu Falan), pay homage to my Buddha Tathagata."

The Tathagata Buddha looked at the two of them and asked, "Which of you two will go to Xitian Mansion to take charge of the Buddhist precepts of Xiniu Hezhou?"

She Moteng and Zhu Falan looked at each other, then She Mo Teng took a step forward and said, "Enlighten me to the Buddha Tathagata, Dharma Bodhisattva's Dharma is wonderful and mysterious, and he has a deep understanding of the scriptures, Buddhist meanings, precepts and laws, so my disciples recommended Dharma Bodhisattva to go there." .”

You must know that going to Tianluyuan is not a vain or meaningless position. After going to Xitianfu, you must obey Fang Jian's jurisdiction, but you can control the precepts and trials of Buddhist disciples in the human world of Xiniu Hezhou. A position of authority.

Tathagata Buddha cast his eyes on Zhu Falan and asked, "Zhu Falan, would you like to go?"

Immediately, Zhu Falan clasped his hands together, chanted the Buddha's name and said: "Disciple Zhu Falan is willing to go. Disciple should do his best to uphold the precepts of my Buddhist school, strictly enforce the laws, suppress my holy door, and spread my Buddhist teachings."

The next day, Zhu Fran came to Xitianfu from Daleiyin Temple in person, and discussed with Fang Jian the detailed regulations for jointly establishing the 'Tianluyuan'.

After three days of discussions between Zhu Falan and Fang Jian, they finally finalized all the regulations of the Tianlaw Academy.

If it is said that the 'Buddhist Association' proposed by the two parties last time was equal in status, then this time the Tianluyuan is completely a department under the jurisdiction of Xitianfu.

Moreover, even if Zhu Falan, a Bodhisattva, is in charge, he has to obey Fang Jian's jurisdiction. In Tianluyuan, his status is equal to that of the general who cut down the altar and the general who destroyed the temple.

Finally, Fang Jian and Zhu Fran chose an auspicious day for the zodiac, that is, six days later, Fang Jian represented Tianting and Xitianfu, and Zhu Fran represented Buddhism to jointly announce the establishment of the "Tianlu Yuan".

After many struggles and killings, Fang Jian finally brought Xiniu Hezhou Buddhism under the rule of Xitianfu in three directions: fact, name, and form.

Therefore, when the establishment of the "Tianluyuan" and the announcement of Buddhism and Xitianfu spread to the other three continents, the gods and officials on the three continents were shocked.

And the most horrifying and unbelievable thing is the Tianjun of the other three major continents. Compared with Fang Jian, who has just taken office in the West Tianfu, they seem to be a bit ineffective after guarding a major continent for so many years.

Fang Jian has done something that has never been done by any heavenly monarch. Not only did he bring the entire Xiniu Hezhou under the rule of Xitianfu, but he also forced the Buddhist sect to make compromises and concessions to the heavenly court.
