At the same time, the household registration was compiled, five families were in the team, and ten families were why. It was stipulated that Li Shu should register each person's household registration, and began to collect taxes by household and population.

Sixth, establish a national grain storage system and implement the flat purchase method.

That is, the state controls the purchase, sale and price of grain!
In good years, the state buys farmers’ surplus grain at a fair price to prevent merchants from lowering prices and hurting farmers. In disaster years, it sells grain reserves at a fair price to prevent merchants from raising prices and hurting the people.

This kind of leveling purchase method, that is, according to the different situations of annual success, abundance and loss, and the size of the disaster, the corresponding retraction policy is adopted in a targeted manner. The purpose is to keep both urban residents and rural farmers from being harmed!
Seventh, implement the county system.

Change cities and towns into counties, and in all twenty counties, set up county magistrates to take charge of county administration, set up county magistrates to assist county magistrates, and set up county lieutenants to take charge of military affairs.

There are several townships, capitals, pavilions, and lis under the jurisdiction of the county, each with a head!
Officials and officials in various places need to be respected by county magistrates, or cooperate with local government, or must not interfere with local government affairs at all.

Eighth, salt and iron franchise.

That is, the policy of "official mountains and seas", in which the state monopolizes important resources such as salt and iron.

Specifically, the government delegated the production rights of salt and iron to private individuals, but all the salt and iron they produced were purchased by the government and then sold to outsiders by the government, which controlled the circulation and set the sales price.

This is the famous "direct monopoly system" in history!
Ninth, encourage consumption.

Wu Wang Qingji set an example and followed suit to stimulate the market's demand for commodities, allowing Wu's economy to circulate.

Tenth, encourage childbearing.

For those who give birth, the government will present wine, dogs or dolphins as congratulations, and when the pregnant woman gives birth, doctors will be sent to deliver the baby and take good care of it!

On the date of promulgation of the decree, the existence of old couples and young wives or old wives and young husbands is strictly prohibited, and those who already exist will not be held accountable.

But since then, Chinese people are not allowed to marry an old woman with a strong man, or an old man is not allowed to marry a strong woman, and those who violate the order will be severely punished!
Furthermore, girls must marry when they reach the age of seventeen and men reach the age of twenty, otherwise their parents will be considered guilty and ordered to pay double the oral tax...

After discussing the new law, Qingji ordered Dazai Jizha to be in charge of the division of industries among the four people, the registration of households for all the people, and the encouragement of consumption and childbirth.

He ordered Prime Minister You Jiran to be responsible for implementing the county system, reforming taxation and household registration tax, establishing a national grain storage system, and implementing the flat purchase law and many other matters.
