Chapter 1206 About Education
The Medicine Prize was awarded to the Austrian anatomist Rokitansky. As a representative of the New Vienna School and the founder of modern anatomy, he has always advocated that practice is the only way to gain true knowledge.
Historically, under the leadership of Rokitansky, from 1827 when he obtained his doctorate in medicine to 1849, he and his assistants recorded a total of 22 anatomical cases in 59786 years. It is rumored that he personally participated in the dissection of more than 12113 corpses, but in fact there are only cases signed by Rokitansky.
When talking about the New Vienna School, people always think of the three musketeers of "mental illness", Otto Weininger, Sigmund Freud, and Alfred Adler.
But in fact, Rokitansky was the one who truly brought the New Vienna School to glory. His "Manual of Pathological Anatomy" and "New Human Anatomy" opened a new chapter in anatomy. At the same time, he also used a large number of cases to provide examples for many conjectures of the New Vienna School doctors at that time, and provided possibilities for the flourishing of the New Vienna School.
Rokitansky's success was also inseparable from the superior environment. Although the Austrian Empire was a Catholic country, it had always been very tolerant towards the medical community.
During the epidemic of 1832, Rokitansky successfully persuaded Francis II to order the autopsy of all those who died of unexplained illness.
This decree made the anatomy of the Austrian Empire the leader in the following decades, and some people said it was the wisest decision Francis II ever made in his life.
Historically, Rokitansky was also a master of sketching. This is not difficult to understand, because photography technology was not yet mature at that time.
But this time it was different. Rokitansky changed from a sketch master to a photography enthusiast, because the camera technology of the Austrian Empire was far ahead of the same period in history.
Such authority also has its dark history, such as its attitude towards Dr. Semmelweis and his hand-washing method. As an authority in the medical field, Rokitansky has the experience of dissecting tens of thousands of corpses and eating and sleeping with corpses every day.
A severe survivor bias told him that Dr. Semmelweis was a liar, otherwise he should have died of the infection long ago.
Even according to the 4% mortality rate proposed by Dr. Semmelweis, Rokitansky should have died hundreds or thousands of times.
Like Dr. Thomas mentioned above, these leading figures in the Viennese medical community began to attack Dr. Semmelweis frantically and eventually sent him to a mental hospital.
At this point, Dr. Semmelweis became one of the saddest whistleblowers in medical history. Some things are just hard to explain, and even cannot be explained until new technological bottlenecks are broken through.
That's why Franz dragged the church to be the whistleblower. Even if those authorities were angry, they didn't have the power to send Franz and God to a mental hospital.
Franz read from beginning to end, and found that most of these people were of noble status, and some even had titles.
"Alas, it turns out that the Austrian nobility lacks political and military talent."
Franz still absorbed these people who had escaped the net into the aristocracy according to the original plan. In addition, he also planned to grant noble status to the top three students in the college entrance examination in various places.
In fact, it is not difficult to obtain noble status in the Austrian Empire. As long as you have money, you can even buy it directly. The only thing is that the title cannot be bought directly.
Therefore, no one will jump out to oppose Franz's operation. On the contrary, some people will praise it because it saves the government a lot of money.
Franz wanted to implement compulsory education throughout the country, and according to the report, at least 5,000 primary schools and 3,000 secondary schools would be built.
The initial investment alone required 2000 million florins in construction costs, while the teachers' salaries and daily maintenance costs of the school were even more staggering.
In order to keep up with the progress of compulsory education, Franz recruited 3200 college students at one go. Together with the primary and secondary school teachers already in the Austrian Empire, the salaries of teachers would reach million florins.
In order to increase teachers' enthusiasm and attract more people to become teachers, Franz once doubled their salaries. At that time, the average salary of teachers in the Austrian Empire was 200 florins per year.
Without the 100,000 priests provided by the Austrian Imperial Church, the gap would only be larger. Based on previous experience in pilot education, the annual maintenance cost of a primary school would be between 300 and 500 florins.
After the implementation of compulsory education, the maintenance costs of these schools will be six to seven million florins a year.
The first year will require 60 million florins of funding, and nearly 40 million florins will be needed each year thereafter, and this figure is likely to increase year by year.
This is indeed a daunting challenge, but Franz can come up with a phased plan, dividing the construction of 5,000 primary schools and 3,000 secondary schools over five years. This way, the one-time investment will be reduced and the financial pressure on the Austrian Empire will not be so great.
The construction focus is on cities and relatively stable areas, which has low costs, little resistance and obvious effects.
As for rural areas and relatively unstable areas, they can rely on church schools first, but they will also be given the qualification to take entrance examinations.
Franz believed that the church would gladly accept this arduous task. After all, they also knew under what circumstances people were most likely to have faith.
The 100,000 unemployed college students recruited by Franz can start as local clerks, and at the same time they can learn the local dialect to facilitate future teaching.
In addition, it can also allow college students who graduate later to see a bright future.
The problem of an oversupply of college students did not exist in the Austrian Empire because it promoted elite education and the university enrollment rate was only about 1%.
Taking into account the actual number of educated people in the Austrian Empire, college students accounted for less than one thousandth of the total population, and more than half of them were nobles and wealthy children who relied on their family's wealth and power to obtain diplomas.
In addition to public schools and church schools, in order to improve the education system of the Austrian Empire, Franz also wanted to set up aristocratic schools to harvest the rich.
In order to complete his plan to harvest the rich and promote education, Franz also planned to gradually abolish private primary and secondary schools and support vocational and technical schools.
For free, charitable schools, or schools in areas with a severe lack of educational resources, the ban can be temporarily suspended, and even financial and policy support can be provided.
After the abolition, teachers who are qualified to teach will be provided with two options: the first is to directly accept the employment as a public school teacher; the second is to sign a statement and leave with compensation.
I believe that most people would choose the first option, but some confident and capable people may choose the second option, take the money first and then apply for the job or look for another job.
If the original owner of a private school is willing to sell its premises and equipment, the Austrian Imperial Government will purchase it at market price.
(As for the market price, someone will definitely make a fuss about it, but the Austrian imperial secret police are no pushovers.)
Those private schools that operate for profit should be banned or closed down.
The dirty deals in schools these days are not just about academic fraud and falsified grades; these are the favorite haunts of playboys and perverts.
Students, teachers, and even education itself can be commodities.
Franz's goal is very simple, which is to let aristocratic schools replace the ecological niche of private schools. It is not as comfortable to make money in other people's hands as to make money in your own hands.
The aristocratic schools in the Austrian Empire cannot be called aristocratic schools just because they are run by aristocrats. They need royal recognition and national certification.
Nobles, wealthy businessmen, government, royal family, education, everyone can get a share of the money, is this the only way it can last long?
