Misunderstanding? Harry was a little confused.

"You want to persuade me to accept Fudge's suggestion and let Umbridge serve in Hogwarts, Percy--" Amosta said calmly.
"I'm sorry, but I can't agree to your request. It goes against my original intention."

Percy opened his mouth, but under the suppression of Professor Brain's invisible aura, he could not say anything.
