2. Financial reform, land reform and the establishment of a new tax system, the establishment of the Royal Bank.

3. Military reforms, the establishment of a new army is the guarantee of the lives of all the people of the empire.

4. The reform of the law, the prophet left us a rich legacy, but our use is not enough, this is worth reflecting.

In fact, are not life and honor the most precious gifts of man?
Can a man, whatever his character may be against violence, prevent himself from resorting to violence, thereby injuring him and the country, if his life and honor are threatened?

For land and tax reform, regulation is very important.

As a nation is obliged to incur many expenses for the defense of its dominions, it cannot obtain funds for armies and other military supplies except by levying taxes on its subjects.

Although, thank God, our empire has been freed from the scourge of monopolies that were mistakenly considered as a source of income during times of war in the past period.

But a deadly custom persisted, albeit with disastrous results--the rapacious franchise known as the tax system.

Under this name, the civil and financial management of a place is done through the passion of one man.

That is, sometimes falling into the iron fist of violent and rapacious passions, for if the tax-collector is not a good man, he will only serve his own gain.

Therefore, from now on, every member of the Ottoman society must pay taxes according to a certain amount according to his property and income, and it is impossible to ask him for anything else.

It is also necessary to enact special laws to fix and limit the expenditure of our land and sea armies.

Although we have said that defending the country is an important matter, and it is the duty of all residents to provide soldiers for the defense of the country, it is necessary to plan the period of military service according to the needs of the times.

Because, if you don't consider the situation of the times, and follow the rules of the past indiscriminately.

After this, the officials or nobles of the empire, or any other person who violates these institutions, when fully proved, regardless of his rank, position and influence, shall be punished according to his crime.

For this purpose, a penal code should be compiled.

As all public servants of the empire are properly paid, those who have hitherto been underpaid will have their salaries fixed.

A severe law must therefore be passed against the favouritism and bribery of dealings, which is condemned by the divine law and which is one of the chief causes of the decline of the empire.

The above arrangement is a radical change and renewal of the ancient custom, and the edict will be published in Constantiniya and in all parts of the Empire, and will be duly communicated to the ambassadors of all the great powers residing in Constantiniya, so that they may witness Grant of these regimes.
