Monday, March 3, Spring Equinox!
On the third day after Warwick Investment Company was established, that is, the second day after Zhang Zhen, Jiang Longcheng, Ye Jianhua and others went to Hong Kong Island, Starlight Electronic Technology Co., Ltd. was officially established amid the sound of crackling firecrackers.

Also established at the same time was a semiconductor technology research institute called Hanguang!

From preparation to opening, Xingguang Electronic Technology Company and Hanguang Research Institute have been extremely low-key. Apart from making simple reports to the relevant departments, they have not carried out any publicity.

Even the opening ceremony was just a simple internal ceremony, and not even a decent leader was invited.

What’s even more outrageous is that they didn’t even announce the company’s internal personnel arrangements to the public.

People only know that this new company has a close relationship with Xingchen Investment Company, and the general manager of the company is Lan Xinyi, the head of Xingchen Investment Company.

Other than that, everything about the company is kept confidential!
However, the establishment of this company has attracted the attention of many scientific research institutes in the domestic semiconductor industry.

Although this company is not well-known, it has integrated a number of the most important semiconductor manufacturers in the country, including the famous Beijing Electron Tube Factory, Beijing Wafer Factory, Shanghai Electronics Factory, etc.

You should know that these state-owned semiconductor companies were built by the state at great expense, and both their equipment and technology are the most advanced in the country.

Especially the Jingcheng Electron Tube Factory, this factory can be said to be the core of the core of China's semiconductor industry. The factory originated from Project 156 aided by the Russian Alliance. The experts there taught us how to build a semiconductor enterprise, and the starting point of the aid technology is relatively high.

Therefore, the Beijing Electron Tube Factory is currently the largest and most technologically advanced semiconductor factory in Asia, and China has built a complete semiconductor industry based on this.

Secondly, the employees, cadres and scientific researchers of these state-owned factories are also the earliest semiconductor practitioners in the country. This is a huge fortune for any scientific research institute and is very coveted.

It can be said that the factories and enterprises acquired by Starlight Electronic Technology Company definitely account for half of China's domestic semiconductor industry, which is of extraordinary significance.

Now, this half of the country has quietly become a private enterprise, which makes many experts and professors in scientific research institutes feel sad.

Some people immediately wrote letters to relevant departments to oppose the sale of these state-owned enterprises. Some even went to Beijing in person to report the situation to the leaders of relevant departments, including some leading figures in the scientific community.

But the responses they received were somewhat frustrating. Almost all departments and leaders gave the same response, stating that the procedures and processes for Starlight Electronics' acquisition of related semiconductor companies were all legal and compliant.

Faced with such an answer, many experts and professors were at a loss as to what to do and could only sigh helplessly.

The entire scientific community mostly holds the view that it is easy for a son to sell his father's land, and there are constant voices of opposition and doubt.

As a result, Starlight Electronic Technology Company was controversial from the very beginning.

But Li Yi didn't care about it. He didn't care much about what others said.

More importantly, Li Yi knew that what he was doing was the right thing, because he knew very well that this was China's only chance to catch up with the world in the semiconductor industry.

Many people think that we have always lagged behind the world in the semiconductor industry. In fact, this is not the case. Since the development of the semiconductor industry in the 1950s, my country's semiconductor industry has been in the leading position throughout the 1970s.

Although it cannot be said to be far ahead, at least it has not been left behind by Western countries. Both technological research and development and product application are remarkable.

Even until the late 70s, when we were developing semiconductors, we purchased semiconductor equipment from China on a large scale. What really made us lag behind the world was the 80s, because after the reform and opening up, due to the limited development funds and the shift of national policies, many scientific research projects were abandoned, including a large number of semiconductor research projects.

In fact, until the early 80s, the gap between us and Western countries in the semiconductor industry was not that large, and the gap has only widened in the past few years.

If there were enough funds and scientific researchers to conduct research, it would be possible to catch up with or even surpass everything.

At the very least, we will not be overtaken by tiny countries like China and South Korea and then humiliated us wantonly.

In fact, in this day and age, it is not only semiconductors that have destroyed their own strengths. Aero engines, large aircraft, fighter jets, etc. are also declining. It is really a sad thing to talk about it.

For example, the 504 factory, which provided nuclear materials for the first atomic bomb, the first hydrogen bomb, and the first submarine, also sells ice cream on the side. The aircraft design factory that manufactured the J-20 also sells washing machines on the side. The 861 factory switched to selling refrigerators.
This is getting off topic. Although the domestic scientific research community is currently quite controversial about Star Optoelectronics Corporation's large-scale acquisition of the semiconductor industry, and there are endless voices of opposition and doubt, Li Yi is determined to integrate the semiconductor industry.

After Starlight Electronic Technology Co., Ltd. was established, the 13th Institute where Yang Ping worked also got the news and sent a congratulatory message to Starlight Electronics.

Immediately afterwards, Ge Hongguang, director of the 13th Institute, personally led 18 key experts of the unit to visit Xingguang Electronics Co., Ltd. and Hanguang Research Institute in Beijing.

Li Yi also attached great importance to their arrival. He not only personally hosted a banquet for Ge Hongguang and others, but also accompanied them throughout their visit and inspection in the next few days.

At a subsequent symposium with scientific researchers from the two units, he personally gave a report entitled "Twenty-Year Planning Concept for China's Semiconductor Industry."

Based on his memory of the development trends of the global semiconductor industry, Li Yi made a detailed analysis of the development direction of the semiconductor industry in the next 20 years.

On this basis, development plans for Starlight Electronic Technology Company and Hanguang Semiconductor Technology Research Institute were formulated.

This report was extremely forward-looking and feasible, causing a stir among a considerable number of technical backbones of the 13th Institute and the entire Starlight Technology Company, including Ge Hongguang himself.

Subsequently, after sufficient communication and detailed negotiations, Starlight Electronic Technology Co., Ltd. and the 13th Institute formally established a comprehensive cooperative relationship, and the two parties jointly carried out technical cooperation in the semiconductor field.

According to the agreement signed by both parties, the cooperation between the two parties involves the fields of microelectronics, optoelectronics, semiconductor high-end sensors, optomechanical integrated microsystems, micromechanical electronic systems, etc. Specific R&D projects include photolithography machines, chip design, lasers, detectors, optoelectronic modules, monolithic integrated circuits, semiconductor testing instruments and process equipment, etc.

The cooperation model is that Starlight Electronic Technology Company provides R&D funds and some personnel and equipment, while the 13th Institute mainly provides scientific research personnel. The two parties jointly conduct research and development, share the results, and jointly carry out economic transformation of scientific research results.

Taking into account that Xingguang Electronics Company has made a relatively large initial investment, the profits obtained after economic transformation will be divided into 40% and 60%.

Among them, Star Optoelectronics Company accounted for 13% of the profits, while No. accounted for %.

On March 3, the two parties formally signed a cooperation agreement at the headquarters of Starlight Electronic Technology Company in Beijing.

Soon, Ge Hongguang and Yang Ping brought a large number of scientific researchers from the 13th Institute to the Hanguan Research Institute, and a number of R&D projects were officially launched.

At this point, a new era of development of China's semiconductor industry has begun!

While Li Yi was busy planning the domestic semiconductor industry, something went wrong in Hong Kong.
