Chapter 249 Regulations on the Placement of Retired Officers and Soldiers in the Beijing Camp

Article [-]: The imperial court determines the retirement pension standard based on factors such as the average annual income of middle-level officials in various regions and the special occupations of officers and soldiers, and adjusts it in a timely manner.

The Bureau of Retirement and the Ministry of War, together with the Yamen of the Ministry of Household Affairs, are responsible for the specific affairs of determining and adjusting the retirement pension standards.

Retired officers and soldiers who are self-employed will receive a one-time retirement payment based on their years of service in the military.

Those who have served in the military for less than six months will be counted as six months, and those who have served in the military for more than six months but less than one year will be counted as one year.

Those who participated in three Northern Expeditions and achieved success will receive an additional [-]% one-time retirement pay.

Article [-]: The department responsible for the placement of retired officers and soldiers in local government offices at or above the county level shall organize retired officers and soldiers who are self-sufficient to participate in technical skills training. Those who pass the examination shall be recommended to serve as martial arts teachers or guards in primary and secondary schools in various places. .The technical skills training funds for retired self-employed officers and soldiers shall be included in the fiscal budget of local government agencies at or above the county level.

Article [-]: When villages in various regions elect village chiefs and township chiefs, retired officers and soldiers have priority.

Article [-]: Retired officers and soldiers engaged in home handicraft workshops will be given tax incentives in accordance with the regulations of the imperial court, as well as small guaranteed loan support from the Ministry of Revenue Bank and the Royal Bank, and local financial subsidies will be provided to those engaged in industries supported by the imperial court.

Except for industries restricted by the imperial court, management, registration and licensing fees will be waived within three years from the date of first registration and licensing at the local government.

Article [-]: The imperial court encourages major commercial banks, factories, and workshops to recruit and employ retired officers and soldiers who are self-sufficient. Those who recruit and employ retired officers and soldiers who are self-sufficient and meet the prescribed conditions shall enjoy the preferential tax policies of the imperial court in accordance with the law.

Article [-]: Disabled retired officers and soldiers who are capable of working will be given priority by local government offices as market security inspectors.

Article [-]: Those who voluntarily return to farming will be given a year's rations by the local government, and will be allowed to cultivate ten acres of idle land. "Regulations on the Management of Errand Arrangements for Retired Officers and Soldiers in the Beijing Camp"

Article [-]. Retired officers and soldiers from the Beijing camp who meet one of the following conditions are allowed to retain their military status and have their errands arranged by the local government:

12. Those who have served in the military for [-] years or more;

[-]. Those who have obtained military honors during their military service;
[-]. Those who are disabled due to battle and unable to continue fighting the enemy;

Fourth, they were originally children of martyrs.

Retired officers and soldiers who meet the conditions for errand arrangements and voluntarily choose to earn a living on their own after retirement shall be handled in accordance with relevant regulations.

Article [-]: The Bureau of Retired Military Affairs and the Fifth Military Governor's Office shall formulate and distribute an annual resettlement plan for retired officers and soldiers who need to be arranged by local yamen across the country.

Article [-]: When the Huimin Yamen under the direct control of the royal family or the imperial court accepts and arranges retired officers and soldiers to serve as errands, the retired military bureau shall issue an official document.

Article [-]: Local government offices at or above the county level shall issue official documents arranging errands for retired officers and soldiers based on the number of retired officers and soldiers who meet the conditions for arranging errands and the actual situation of the local government offices that benefit the people, and post notices in accordance with court laws, making them public and not concealing them.

For prefectures and counties that have a heavy task of arranging errands for retired officers and soldiers, the superior provincial government can make overall arrangements within their respective jurisdictions.

Article [-]: The local government offices shall, in accordance with the laws and regulations of territorial management, resettlement retired officers and soldiers who meet the conditions for arranging errands, and ensure that they perform their errands on time.

Article [-]: When recruiting and hiring aides, petty officials, and servants, all government ministries, local government offices, and Huimin government offices shall give priority to retired officers and soldiers under the same conditions.

Article [-]: The resettlement yamen shall complete the task of arranging errands for retired officers and soldiers this year within six months of receiving retired officers and soldiers.

While the retired officers and soldiers are waiting for their errands to be arranged, the local government offices shall provide monthly subsidies at the rate of two silver yuan per person per month.

Article [-]: Disabled retired officers and soldiers who are assigned errands shall not be refused employment by their local yamen because of their disability, nor shall their salaries and other allowances be deducted, and they shall be treated the same as ordinary people.

Article [-]: If retired officers and soldiers who meet the conditions for errand arrangements refuse to obey the errand arrangements of the Yamen where they are resettled without justifiable reasons, they will be deemed to have given up their errand arrangements; if they are punished by Ming Dynasty laws and regulations during the period of errand arrangements, their errand arrangements will be cancelled.

"Regulations on the Retirement and Support Management of Retired Officers and Soldiers in the Beijing Camp"

Article [-]. Officers and soldiers in the Beijing camp who meet one of the following conditions shall be resettled for retirement:
55. Those who are over [-] years old;
30. Those who have served in the military for [-] years or more;
[-]. Those who are disabled due to war or duty, making it difficult to take care of themselves;
Retired retired military officers' housing, living supplies, medical treatment and other guarantees shall be implemented in accordance with the relevant regulations of the court.

Any officer who is eligible for retirement placement and who voluntarily gives up his retirement placement and chooses to have his errands arranged by the local government office shall be subject to relevant regulations.

Article [-]: All officers and soldiers from the Beijing camp who are disabled due to war or on the line of duty, making it difficult to take care of themselves, and retire, will be supported by the imperial court for life.

For disabled retired officers and soldiers supported by the imperial court, their housing, daily necessities, medical treatment and other guarantees shall be implemented in accordance with the relevant regulations of the imperial court.

The imperial court's offerings were divided into centralized offerings and decentralized offerings.

From now on, retirement homes for retired officers and soldiers will be built in various provincial cities. Retired officers and soldiers who do not want to go home or have no relatives will be supported centrally and sent to the retirement homes for retired officers and soldiers in provincial cities.

The standard of funds required for the purchase or construction of a house for disabled retired officers and soldiers who are scattered and supported shall be determined according to the standard of middle peasant housing for a family of five in the county where they are resettled.

The funds required for purchasing or building a house are specially arranged by the Ministry of Household Affairs, and the shortfall is covered by funds from the Royal Bank.

The property rights of the houses purchased or built belong to the disabled retired officers and soldiers who are supported separately.

If disabled retired officers and soldiers who are supported separately settle their own residences, the expenses for purchasing or building a house will be paid to them in accordance with the above standards.

"Penalty Order for Violation of the Regulations on the Placement of Retired Officers and Soldiers in the Beijing Camp"

Article [-]. If any of the retired military service bureaus and their officials, or the yamen and their officials involved in the placement of retired officers and soldiers, commit any of the following acts, they will be ordered to make corrections by the Fifth Military Governor's Office or the Ministry of War, and the relevant officials will be punished in accordance with the law. Those who understand the law must punish crimes according to the law.

[-]. Violating regulations in approving the placement and benefits of retired officers and soldiers;

[-]. Committing fraud in approving the placement of retired officers and soldiers;
[-]. Abusing power for personal gain during the placement of retired officers and soldiers.

Article [-]: If a government office that accepts retired officers and soldiers violates the provisions of these regulations and falls under any of the following circumstances, the local government office responsible for the placement of retired officers and soldiers shall make corrections within a time limit. If the correction is not made within the time limit, the chief officer and assistant officer of the government office that accepts retired officers and soldiers shall Punishment according to law:
[-]. Refusing or unreasonably delaying the execution of the tasks of arranging errands for retired officers and soldiers issued by the Veterans Affairs Bureau;

[-]. Failure to recruit retired officers and soldiers in accordance with the law;

Article [-]: If retired officers and soldiers commit fraud to obtain resettlement benefits, the yamen responsible for the resettlement of retired officers and soldiers at the resettlement place shall cancel their relevant resettlement benefits.
