After the ceremony, Zhu Gaoxu immediately summoned all the kings to hold the annual "Peach Moon Party" in Wuying Hall.

The so-called "Peach Moon" refers to the third month of the lunar calendar.

After Zhu Gaoxu ascended the throne as emperor, he would summon the princes of the Ming Dynasty who founded the vassal state to Beijing every year to discuss state affairs with the six ministries and nine ministers of the imperial court. Because this meeting of kings was held in March, peach blossoms are in full bloom, beautiful and fragrant, and peach blossoms have multiple meanings. In different moods or contexts, they symbolize spring, love, longevity, a good life, etc.

Therefore, this meeting of kings held in Wuying Hall was naturally called the "Peach Moon Meeting".

The Peach Moon Festival is usually held in mid-March every year and lasts for three to five days, with the longest not exceeding seven days. This year is no exception.

On the first day of the meeting, the kings took turns reporting to Zhu Gaoxu on the difficulties encountered in the country's construction and development process, as well as the specific support they hoped the court could provide. Nine ministers of the court and the left and right governors attended the meeting.

For example, the Kingdom of the United States is currently facing the problem of insufficient local officials. King Zhu Zhantang of the United States implores the court to increase the supply of various talents from the Kingdom of the United States, including but not limited to imperial examination candidates, craftsmen, common people with skills, etc. .

He even hoped that the imperial court could establish a branch of the Ming Dynasty Jinling Regular Academy of Sciences in the capital of the American Kingdom. The cost of building the academy would be borne entirely by the American Kingdom, but the professors of various subjects in the academy must be directly assigned by the Jinling Academy of Regular Sciences or from the academy. On the second day of the meeting, the kings took turns telling Zhu Gaoxu about their experience and shortcomings in governing the country. Nine ministers of the imperial court and the left and right governors attended the meeting.

Specifically, it mainly includes conquering the indigenous people (military), governing the people (civil affairs), converting barbarians into Xia (naturalization), imperial examinations (education), Taoist monks and temples (religion), building bridges and paving roads (infrastructure), land taxes and commercial taxes (economics) Elaborate on other aspects.

On the third day of the meeting, Zhu Gaoxu and the six ministers and nine ministers responded to the difficulties and requests made by the kings in governing the country.

For example, King Zhu Zhantang of the United States expressed the hope that the imperial court would increase the supply of talents to the Kingdom of the United States on the first day of the meeting.

In this regard, Zhu Gaoxu said there was no problem and promised Zhu Zhantang that this year the Ministry of Rites will increase its talent supply to the United States by [-]% based on last year's level.But the condition is that [-] officials from yamen under the Ministry of Rites will be sent to various yamen in the United States to serve as assistant officers for experience.

Zhu Zhantang also hoped to establish a branch of Jinling Regular Academy in the capital of the United States, and Zhu Gaoxu agreed.

Another example is that Zhu Zhanyao, the second king of Zhao in the Ming Dynasty (see the extra chapter attached at the end of this chapter), hoped that the imperial court would send people to build a railway within the Kingdom of Zhao.

Zhu Gaoxu said that he would send people to inspect the line first. If the line is feasible, the Ministry of Industry will formulate a detailed construction plan and implement it gradually.

But the condition is that half of the workers building the railway must be recruited from the Ming Dynasty, and the officials responsible for the construction of the railway are determined by the Ministry of Industry.

As for the raw materials and related supplies needed to build the railway, the Kingdom of Zhao had to prepare it on its own.

In addition, the Minister of Hubu specifically stated that if the Zhao Kingdom lacked financial resources, the Ming Hubu Bank was willing to provide loans.

As the number of pro-vassal kingdoms increased, the questions raised by the kings at the Taoyue Meeting became more and more numerous.

So much so that the meeting didn't come to an end until the fifth day.

After the Taoyue Meeting, Zhu Gaoxu hosted a banquet for the kings at Fengtian Hall the next day. The day after the banquet, he still led the kings to Chengtian Gate to watch the annual military parade.

When the military parade came to an end, Zhu Gaoxu left the kings to stay at Zongwangfang in the capital for five days as usual, and finally sent the navy from Nanyang, Xiyang, Beiyang, and Dongyang to escort the kings back home.

The day before the departure of the Siyang Navy of the Ming Dynasty, the General Affairs Department will distribute the "Decision of the Wuying Palace Suspension in the 14th Year of Emperor Qianxi of the Ming Dynasty" to every prince or prince of the Ming Dynasty.

In the title of this regulation, "the 14th year of Emperor Qianxi's reign in the Ming Dynasty" is the time, "Wuying Palace" is the location, and "Zongfan" is the abbreviation of "the sovereign state of Ming Dynasty" and "the vassal state of the Prince of Ming Dynasty".

The representative of the Ming Dynasty is the Ming Emperor, Jiu Qing, and the left and right governors. The representative of the princely vassal state is the prince of the Ming Dynasty himself or the prince who acts as the agent for the vassal state affairs due to the illness of the vassal prince.

In other words, the "Decision of the Wuying Hall on the Suspensions and Vassals in the 14th Year of the Qianxi Period of the Ming Dynasty" is a document in the 14th year of the Qianxi Period of the Ming Dynasty. The Emperor of Ming Dynasty led the six ministries and nine ministers and other high-ranking officials and the princes of the Ming Dynasty who had already founded the country to decide on the vassal status in the Wuying Palace. Important matters between the two have been discussed at the meeting and passed the court's review, and require important guiding decision-making documents to be implemented by the Yamen.

As for the details corresponding to this official document, the Cabinet Secretary-General will complete the first draft within half a month from the date of publication of this official document.

After the first review and second review by the cabinet, the second draft, third draft, fourth draft, fifth draft, etc. were produced, and then submitted by the chief minister of the cabinet to the court meeting of Wenhua Palace for review by the court. At this time, the details were refined and revised again. Then the final draft was formed.

Which yamen is involved will be stamped with the seal of that yamen. Finally, it will be printed by the yamen subordinate to the Printing Department, and will be issued as an official document of the court to the relevant vassal states and the yamen responsible for specific implementation.
