Not long ago, Chengdu Exploration and Development Institute submitted the "Feasibility Study Report on Jinsha River Xiluodu Hydropower Station".

This morning, the expert review meeting of the "Feasibility Study Report of Jinsha River Xiluodu Hydropower Station" was held.

As one of the owner representatives and experts, Liu Tao also attended the meeting.

Xiluodu Hydropower Station is one of the closest backbone power sources for the "West-to-East Power Transmission" of the Jinsha River, and is also the largest hydropower station on the Jinsha River. Located in the Xiluodu Gorge, bordering Yongshan County of Yunnan Province and Leibo County of Sichuan Province in the lower reaches of the Jinsha River, the concrete hyperbolic arch dam of the hub project has a dam height of 278 meters, a normal water storage level of 600 meters, a total storage capacity of 115.7 billion cubic meters, a regulating storage capacity of 64.6 billion cubic meters, an installed capacity of 1260 million kilowatts, and an average annual power generation of 571.2 billion kWh.

This power station is mainly for power generation, and also has great comprehensive efficiency in flood control, sediment blocking, improving downstream navigation conditions, environment and society. The power station can guarantee an output of 665.7 million kilowatts, and even make the annual power generation reach 640 billion kilowatt-hours. It can also guarantee an output of 37.92 kilowatts for the Three Gorges and Gezhouba power stations under construction, and reduce the amount of sediment entering the Three Gorges reservoir by 34.1%. The joint dispatch with the Three Gorges Reservoir can reduce the flood diversion volume of the middle and lower reaches of the Yangtze River by 27.4 billion cubic meters.

In addition to the Xiluodu Hydropower Station, four large hydropower stations will be built on the Jinsha River, namely the Wudongde, Baihetan and Xiangjiaba Hydropower Stations. China Electric Power Investment Group Corporation has established the Jinsha River Lower Reaches Hydropower Development Company as the owner of the four cascade power stations, implementing cascade rolling development.

The Jinsha River is the upper reaches of the Yangtze River, with a total length of 3364 kilometers and a drainage area of ​​47.32 square kilometers. The Jinsha River is rich in hydropower resources, with a reserve of 1.124 million kilowatts, accounting for 1/6 of the country's total hydropower. The exploitable hydropower resources reach 8891 million kilowatts, making it the largest hydropower base in the country with an important strategic position.

In addition to the installed capacity of 1260 million kilowatts of the Xiluodu Hydropower Station, the installed capacity of Wudongde is 1020 million kilowatts, the total installed capacity of Baihetan Hydropower Station is 1600 million kilowatts, and the installed capacity of Xiangjiaba Hydropower Station is 640 million kilowatts.

The total installed capacity of the four large hydropower stations on the Jinsha River is 4 million kilowatts, and the average annual power generation is approximately 4520 billion kilowatt-hours.

According to Liu Tao's plan, these four large hydropower stations will be completed one after another in the next ten years, and all of them will be completed by the millennium.

The static total investment is 600 billion yuan, and the total project investment is 1200 billion yuan. It involves approximately 40 immigrants, who will be arranged to Cambodia and Laos.

Compared with the Three Gorges Project, these four hydropower stations involve far fewer immigrants.

The entire expert group review meeting lasted two days and reviewed all aspects.

This is just a review meeting for the feasibility study report, mainly to establish the project.

The other three hydropower stations have completed their project approval, and Xiluodu is naturally no exception. The National Development and Reform Commission has formally approved the project approval of the Xiluodu Hydropower Station.

After all, the money for the investment and construction of the Xiluodu Hydropower Station does not come from the national treasury, so the National Development and Reform Commission will naturally not be too strict in this regard.

As for the technical aspects, that is the business of the Ministry of Water Resources and Electric Power.

The Xiluodu Hydropower Station issue is not a big deal, because what everyone is arguing about is not the four large hydropower stations on the Jinsha River, but the Three Gorges Hydropower Station project!
In other words, it can also be called the Three Gorges Project!
Compared with the Three Gorges Project, the total installed capacity of the four large hydropower stations on the Jinsha River even exceeds that of the Three Gorges, which is more than twice the installed capacity of the Three Gorges Hydropower Station.

However, the Three Gorges Project is far more well-known than the four large hydropower stations on the Jinsha River.

The four large hydropower stations on the Jinsha River are located in the upper reaches of the Yangtze River, involving a total of nearly 40 immigrants, and there are not many cultural relics. However, the Three Gorges Project is different, as it involves many aspects.

From 1919 when Sun Yat-sen proposed the construction of the Three Gorges Project to the present day, nearly 70 years have passed, and the conception, planning, and technical battles of the Three Gorges Hydropower Station have been intermittent but have never stopped.

Even the Gezhouba water project could be built in 1970, on the one hand to solve the electricity supply problem in central China, and on the other hand to prepare for the Three Gorges Project.

In recent years, as economic development has achieved great results, the planning of the Three Gorges Project has also been underway, and there has been a lot of heated discussion within the industry, and even in society, there is great concern.

Due to the many issues it has caused, such as resettlement and environmental issues, it has been surrounded by huge controversy since the moment it was planned.

The Three Gorges Dam has more than ten functions, including shipping, power generation, planting, etc. The benefits are naturally self-evident. Otherwise, the country would not have been thinking about building the Three Gorges Dam for decades.

However, the construction of the Three Gorges Dam also has many disadvantages. For example, the investment is very huge, and it involves a large number of immigrants, which will submerge 20 districts, counties (cities) in Jingchu Province and Shancheng. The population directly submerged is about 85, and the housing area is 3473.15 million square meters. There are 2 cities, 11 county towns, 116 towns and a large number of industrial and mining enterprises, ports and terminals and other infrastructure that need to be fully or partially rebuilt. The total number of immigrants will exceed one million.

In addition, there are environmental issues, many cultural relics and historical sites will be submerged, etc.

The voices of support are very loud, and the voices of opposition are equally loud.

There is also a voice here that says that instead of investing so much, it would be better to use it to build more projects for people's livelihood.
