After receiving Fudge's "nod" in the Ministry of Magic, and bidding farewell to Dumbledore, Charlie wasted no time in returning to his factory to begin preparing the specifics of the recruitment.
"Russell!"
The moment Charlie's foot stepped into the factory, Russell, seemingly appearing from nowhere, was already there to meet him.
