In the Song Dynasty, there was no law or order.
Chapter 43 Some small things in the court
The emperor and his ministers of the Song Dynasty held a meeting in the Guanjia Hall for an afternoon. Although most things could only be done after Zhao Jun's eyes recovered, it was not true that nothing was discussed.
For example, they had set a rough plan for the future development direction.
First, after Zhao Jun's eyes recovered, they would see if he could help the Song Dynasty solve the three redundancy problems, strengthen the country, and develop the military power of the Song Dynasty.
As long as the military power of the Song Dynasty could withstand the attacks of the Liao Kingdom and the Western Xia, they would not expect to destroy the Xia and Liao immediately, so that they would have enough time to free up their hands and solve internal problems.
Such as the harm of the three redundancy, the tax system, fiscal expenditure, education reform, etc., at that time, they could send a fleet to sea to find rubber and oil, and let Zhao Jun help make up for the missing scientific system problems and find the missing derivation parts in science.
After that, it was natural to start the industrial revolution, and then the country rose rapidly, dominated the East, kicked the Western Xia, and punched the Liao Kingdom. Conquer a large territory, then colonize the world, become the world hegemon, and plant red flags all over the blue stars!
Of course.
These people are looking forward to the future, and their thoughts are quite beautiful.
In fact, if Zhao Jun heard the grand blueprint of painting a pie for himself, he would probably be so happy that his stomach would hurt.
However, they are not completely strong-lipped, and they still put forward some constructive plans.
For example, the Jiaoyin method is one of the redundant expenses. The three ministers and three counselors all believe that they should fully support Li Zi's Jianqian method and make effective rectifications.
As for the problem of lack of money, Shengdu needs to increase its efforts to get the Jiaozi business done as soon as possible, quickly absorb cash into the treasury, and solve the loss of the treasury.
In addition, since the problem of redundant soldiers cannot be solved in a short time, we should promote powerful generals first.
For example, Di Qing, let him lead a small number of soldiers and train a group of elite soldiers first, so that he can't be too passive when going to war with Xixia in the future.
So in the next few days, Zhao Zhen and others, except for attending Zhao Jun's lectures, basically spent the rest of their time busy with these major events. On the contrary, Yan Shu took a few days off because of his wife's illness and never came.
Soon, by mid-May, it had been a month and a half since Zhao Jun arrived at the Song Dynasty, and there had been some small changes in the court in the past few days.
First, Yan Shu was dismissed from his post as Minister of Punishment and Chief Censor, and was changed to Minister of Revenue and Deputy Envoy of the Three Departments.
The Three Departments were not all-powerful, but were controlled by deputy envoys.
The officials in the Song Dynasty were numerous. In later generations, a county, a city, or a province in my country generally had one principal and six to ten deputy officials. Under normal circumstances, there was one principal and six deputy officials.
The Song Dynasty was very strange. It was not a question of one principal and several deputy officials, but a question of more than a dozen principals and dozens of deputy officials.
For example, there were probably hundreds of such things as the Chief Secretary of the Ministry of Works and the Judge of the Dali Court in Bianliang.
Every year, new scholars in the imperial examinations were basically granted these two official positions.
There were also many judges and prosecutors in Kaifeng Prefecture, because many of them were part-time officials, with no clear division of responsibilities.
The current Three Departments Envoy is Cheng Lin, and under him are the Deputy Envoys of Salt and Iron, Duzhi and Hubu. The deputies have deputies. It can be said that there are more than a dozen senior ministers in the Three Departments, and the order in the officialdom is very chaotic.
Originally, the two brothers Zhao Da wanted to rely on this method to reduce the power of officials and increase the imperial power. In this way, coupled with the military power that was tightly held by the founding of the country, the power of governance and military power of officials were weakened a lot, all in the hands of the emperor, greatly increasing the central power.
But the emperor alone certainly cannot manage so many things. As a result, there are too many officials, and the division of powers among those in charge is chaotic, resulting in two major problems: redundant officials and redundant soldiers.
However, thanks to this broken system of the Song Dynasty, the deputies of various departments and the deputies of the deputies often have little power. For example, the financial power of the Three Departments is basically in the hands of several prime ministers and the Three Departments Envoys. The Three Departments Deputy Envoys and others have a stronger sense of decoration. If you want to lie down and fish, it is a good choice.
So Yan Shu was free.
There were not many surprises in the court about this.
The main reason is that Yan Shu has been elusive during this period. He has not done anything in his main job as the Chief Censor. He is not seen all day long. He has been unanimously impeached by the Censorate and the Court of Remonstrance. It is normal to change him to the Deputy Envoy of the Three Departments.
Moreover, this is not a demotion, but a horizontal transfer or even a promotion.
Because in terms of rank, Yan Shu's official position is the second-rank Minister of Punishment and Minister of Revenue, and the Chief Censor and the Deputy Envoy of the Three Departments are dispatched officials without a specific rank.
So in terms of rank, he was transferred horizontally from the second rank, and in terms of dispatch, the Deputy Envoy of the Three Departments is a senior official second only to the prime minister, deputy prime minister, and minister of planning, and has certain financial power. And there is no need to work in the Censorate in the future, so there is more time to slack off.
The court officials thought that this was another great victory of the Lu Party, and it was a clever move by Prime Minister Lu Yijian to place the Three Departments in power.
But no one could have imagined that Yan Shu was promoted to the Deputy Envoy of the Three Departments because Zhao Zhen needed him to have more time to slack off, to stay by Zhao Jun's side every day, and not to worry about the trivial matters in the court.
Therefore, the court officials probably misunderstood some things. Originally, the Fan Party was in the limelight some time ago and defeated some people of the Lu Party. Many officials wanted to be fence-sitters and were ready to follow the Fan Party to deal with Lu Yijian.
As a result, with the promotion of Yan Shu, the tide turned back. Many people thought that the Lu Party was getting stronger again, so they turned their guns on the Fan Party again. The impeachment memorials of Fan Zhongyan flew like snowflakes on the desk of Zhao Zhen's imperial study, which was unexpected.
But these are all small matters.
The censors in the Song and Ming dynasties had great power. They didn't really care who was in power, nor did they care who was loyal or treacherous between Fan Zhongyan and Lü Yijian. It was just that some people became fence-sitters during this period, and with the members of the original Lü Party, the Lü Party seemed powerful when they stood side by side.
Most of them impeached whoever they should impeach. In addition to Fan Zhongyan, Lü Yijian, Wang Zeng, Wang Sui, Song Shou, Cai Qi, Sheng Du and other three ministers and three censors, as well as Cheng Lin, the three-secretary, and Li Zi, the Privy Council, were impeached several times a day, which was very common.
Therefore, this little movement in the court did not cause any trouble.
For the emperor, if you use it smoothly, then the memorial impeaching you is no different from the paper used to wipe your ass. If you don't use it smoothly and don't listen, that's another matter.
In addition to Yan Shu, there was another small matter.
The emperor made an unprecedented inspection of the Imperial Guards of the Imperial City, and he went to the outermost Imperial Guards of the Dragon Straight Guards, saying that he wanted to see the might of the Song Dynasty Imperial Guards.
The Imperial Guards are divided into five layers. The first layer is the Imperial City Division's personal officers. The second layer is the Kuanyi Tianwu. The third layer is the Imperial Dragon Bow and Arrow Officers and Crossbow Officers. The fourth layer is the Imperial Dragon Bone and Flower Officers. The fifth layer is the Imperial Dragon Officers. The five layers of Imperial Guards protect the emperor from the inside to the outside.
In the past, the Song Dynasty relied more on the Imperial City Division's personal officers, but after the emperor went to the Imperial Dragon Officers, he praised a casual officer, saying that his team was well-trained and very powerful and majestic, and promoted him to the position of the Third Class Servants, Palace Attendants and the Commander of the Camp.
This series of official titles sounds very powerful and domineering, but in fact it is just like that.
Because the Third Class Servants and Palace Attendants are military officers without ranks, they are just security guards in the palace, referred to as the Imperial Guards with Swords.
Among them, the Commander of the Imperial Dragon Camp is not bad. He is a lower-level officer, equivalent to the battalion commander of 500 people.
The problem is that he was a casual officer of the Imperial Dragon Officers before.
What is a casual officer?
He was a squad leader with five men, and later he was called a squad leader.
What does it mean for a soldier to be promoted to a battalion commander?
A squad leader of a conscript in the capital military region was appointed as the battalion commander of the Zhongnanhai Guard Battalion. This promotion is not small.
And everyone knows that the emperor is coming to inspect. Even if the imperial guards are bad, everyone will put on a show during the inspection. They all stand straight with their chests puffed out. They are no worse than the little soldier in terms of appearance.
But the emperor only praised the little soldier named Di Qing, and made him the battalion commander at a young age, which was heard by the emperor. What does this mean?
For a time, all the powerful people heard the news and went to inquire whether this kid named Di Qing had any amazing background, such as which family's generals and relatives.
However, the Song Dynasty's Bianliang City is always such a place full of surprises. The matter of Yan Shu and Di Qing was not a big deal. It was just a small-scale spread. After a few days, the emperor made something else, which was a big move.
Your Majesty resolutely refused to allow Li Zi, the Privy Councilor, to resign repeatedly, and stepped up efforts, either Cai Qi, Cheng Lin, Du Yan, Ding Du and others to fully cooperate and implement the cash-on-the-spot law as soon as possible.
At the same time, he announced to all the ministers that the court would set up a Jiaozi shop in the city, and all high-ranking officials and wealthy merchants with a net worth of more than 200,000 guan could deposit money in the Jiaozi shop for business purposes.
This matter was presided over by Sheng Du, the Minister of State Affairs. All people who deposited money, no matter who they were, had to be screened, not only based on their net worth, but also on the size of their fixed assets and industries. Moreover, to deposit money in a Jiaozi shop, a considerable deposit had to be paid.
Jiaozi shops have been around for more than 20 years, and all officials knew about it. It was just that before, it had always been the private sector or the local government in Sichuan Road that had set up Jiaozi shops, and it was the first time that this thing was set up in Bianliang, the capital of the Song Dynasty.
So all the officials didn't know what was going on, and they all waited and watched.
However, soon as Shengdu organized the "Jiaozi Office", set up institutions such as "Paper Copying Office", "Storage Office" and "Seal Office", and learned about the actual use of Jiaozi, they all started to make a fuss.
Since the Song Dynasty only restricted officials from engaging in commercial activities on the surface, and did not suppress the government and the families of officials from doing business, all high-ranking officials were rich.
Many business tycoons were simply relatives of high-ranking officials. Therefore, after Shengdu began to prepare for the Jiaozi shop, he immediately asked the government to send people from the Imperial City Department to take out the list of officials with rich family businesses and talk to them one by one.
Lü Yijian, Song Shou, Wang Zeng and other people with abundant family wealth immediately sent their family members to sign up, dug out the copper coins hidden in the cellar at home, and sent them to the Jiaozi shop to exchange for silver bills.
For a time, the matter of the Jiaozi shop became a hot topic in the past few days, and many well-informed officials immediately asked their families to take out the money and send it to the Jiaozi shop for storage.
Although a considerable deposit must be paid to deposit money in Jiaozi Shop, it is indeed much more convenient to do business with silver bills, and the cost reduction is much greater than the deposit. Therefore, all merchants in Bianliang who have business dealings with Chengdu go to Jiaozi Shop to deposit money.
However, some of them come here to show off, like Lü Yijian and Song Shou, or they have business dealings with Chengdu. There are countless business tycoons in the whole Song Dynasty, but less than one percent of them come here.
After all, business was so prosperous during the Northern Song Dynasty.
In addition to Bianliang and Chengdu, which are the two most prosperous commercial centers, there are also Luoyang, Fuzhou, Jiangning (Nanjing), Chang'an, Guangzhou, Hangzhou, Jiangling, Mingzhou (Ningbo), Quanzhou, Mizhou (Qingdao) and other places, which are all large cities with extremely developed and prosperous business.
Especially in the southeastern coastal areas, such as Guangzhou, Hangzhou, Mingzhou, Quanzhou, and Mizhou, there are maritime shipping offices, which are trading ports on the Maritime Silk Road.
There is an endless stream of merchants coming and going from all over the country. Only opening Jiaozi shops in Chengdu and Bianliang only covers the Jiaozi routes between Bianliang and Chengdu, which is of little significance to merchants on other commercial routes.
So for the entire Song Dynasty business community, the establishment of Jiaozi shops did not set off any waves.
But even so, Zhao Zhen was crazy happy.
Because in just a few days, the Jiaozi business has deposited more than 500,000 strings of money, and this is only Bianliang, and Chengdu has not been counted. If the Jiaozi shop is opened in more than ten of the most prosperous cities in the entire Song Dynasty, I am afraid that tens of millions of strings of money will soon be deposited in the cash box.
These money do not need to pay interest, and merchants will be charged high custody fees and handling fees. In the case of money making money, it is more than enough to solve the problem of the treasury being empty due to the cash method in a short period of time.
And more importantly, this will greatly promote economic development, make the country's fiscal revenue healthier, and income will increase significantly.
At that time, merchants traveled to trade goods.
For example, after the opening of the Jiaozi Shop between Chengdu and Bianliang, merchants would transport Chengdu's specialties from Chengdu to Bianliang to sell, and then transport goods from Bianliang to Chengdu to sell, forming a fixed trade route.
However, the Song Dynasty did not have a large influx of silver like the Ming and Qing Dynasties, so copper coins had to be brought when going out to do business.
Copper coins were calculated in strings, and the standard string was one thousand wen, with a weight of 5 Song Jin per string. According to the Song Dynasty, 1 Jin was 640 grams, which was equivalent to about 3,200 grams, or 6.4 Jin. During the reign of Emperor Huizong of Song, iron coins became the mainstream, and one string could weigh 14.4 Jin.
Even if only copper coins were calculated, a big business of 100,000 strings would have to carry 640,000 Jin of copper coins.
In addition to being heavy, copper coins also take up space, and water transportation would squeeze the storage space of goods, and it would also be a hassle to carry them on and off the ship every time.
Therefore, due to such restrictions, big merchants may only travel between Bianliang and Chengdu once or twice a year.
But now with the use of Jiaozi, you can make more trips every year.
Even more trips are not necessary. One more trip can leverage a lot of money, create many jobs, and support a lot of people.
Even if there is a certain turnover date for commodities, don't forget that the waterways and the Maritime Silk Road in the Song Dynasty were extremely developed, and the Grand Canal could achieve nationwide circulation of goods.
As long as the Jiaozi shops are spread across the country's major commercial cities to make the circulation of materials and money faster, handicraft workers, shipyards, fleets, escort teams, and restaurants, restaurants, dock porters, etc. along the way can all benefit from it.
So after the opening of the Jiaozi shop, it is not just as simple as the merchants benefiting. The economic environment of the whole society will be greatly improved, and the economic boost is difficult to estimate.
This is a typical example of making the plate and the cake bigger.
Moreover, the merchants deposited their money in the Jiaozi shop, and through the Jiaozi shop, the entire economic system was revitalized. The official tax revenue of the Song Dynasty would increase significantly, and there would be extra money for education, transportation, and technology construction, which would drive more jobs and development.
It can be said.
The construction of a Jiaozi shop alone will benefit the whole country.
