Chapter 203: Human-Only Council. 2014 CE

[12 Hours Earlier]

A man stood in a rather open room that was filled with windows. Many hologram projectors were placed around the room, and at those projectors, projections of men and women were displayed, all looking at the man in the middle of the room.

"Secretary Pierce, may I ask why the US hasn't published the data of the enhanced humans? It's been almost a year since the council has decided that it would be best if we control the enhanced to a certain extent." asked the british councilman.

"To this day, I will not agree with that." another councilman interrupted, a representative of the African League. "That vote does not include everyone in this council!"

"The majority have agreed on the decision, councilman." said the British councilman.

"That vote has only included the humans! Not the Simians!"

"This is not the matter of Simians, this is the matter of humanity!" argued the French councilman. "The entire point of that vote is to have a card against the simians and their growing military and technology, that they don't want to share!"

"Oh, so this is the reason then? Discrimination? Rampant Xenophobia?" the African councilman countered. "That is why King Grodd isn't here? Has the council decided that the Simians are a threat to humanity? Are they the enemy? We never voted on that, or as far as I know anyway. You European powers whispered in secret, colluding with each other, I will not be a part of this biassed council."

"No one is biassed here, councilman." Pierce said. "If anything, you are the ones who are biassed. You are the representative of Africa, a neighbour to the Simians. But this session is for humans only, councilman, we're here not to discuss Simians, as they're not dealing with this particular problem, but we're here to discuss the rampant rogue enhanced individuals."

"And how to control it." the African councilman scoffed. "They're human beings, Secretary, they have a—"

"They are also a threat to humanity, councilman." Pierce interrupted. "New York, New Mexico, Brazil, China, Australia, Sokovia, and now London, all have sightings of rogue enhanced individuals, destroying infrastructure, or in some cases, an entire block of a city. Surely you must be worried about this news, councilman?"

"I am, but treating them as a weapon?" the African councilman scoffed. "It is not the way that we should proceed, secretary."

"Then how do you suggest, then?"

"We should sit in a table with them—"

"You are too naive, councilman!" the British councilman interrupted. "Greenwich lost millions of pounds because of the attack, New York is still being rebuilt, if we don't act now, another one will happen!"

"We have already acted. We gave King Grodd the job to—"

"And where is the result now, councilman!? King Grodd has done nothing except hiding in his jungle and kept his secret there! He never visited the council anymore—"

"Because you didn't invite him!"

"Even in our usual meetings he never comes anymore!"

"Settle down, councilmen." Pierce calmly said. "This is a civilised council, we cannot tolerate infighting here."

"Then what do you suggest we do, secretary?" asked the African councilman. "We cannot just arrest them because they were born more 'superior' than us, is it?"

"No, that would probably make us look like a bunch of insecure old men and women." Pierce chuckled, making the other councilmen chuckle as well. "What I suggest is that we review them first."

"Review?"

"Sort them out." Pierce said. "Who is the one who can be a threat to our society, and who is harmless. The ones who can cooperate with us like the Avengers, or the ones who will refuse to cooperate."

"And then what?"

"We will deal with them according to the appropriate action of course." Pierce smiled.

"To do that, we need the data, councilman." The German councilman said. "The data that we don't have. As far as I know, SHIELD has that, have you asked them, secretary?"

"That's the problem, councilman." Pierce sighed. "Fury went rogue a couple hours ago. The data is protected in his identity."

"I thought your job was to control SHIELD, secretary Pierce?" A British councilman asked. "Surely you can take it by yourself."

"I'm working on it, councilman." Pierce smiled. "But, I need favours from everyone. To investigate the enhanced individuals in your country, and to gather it in the council database."

"Are you suggesting that we sell our own people, secretary?" the African councilman asked. "It is SHIELD's job to protect the interest of global security. Why must we do their job?"

"Well right now SHIELD is not in their best condition, councilman." Pierce said. "So I asked this favour to every single one of you. To protect humanity as a whole."

The African councilman could only sighed, and he quickly logged out of the meeting, his hologram turning off.

"Very well, secretary. We will do what we can." the French councilman nodded. "We will sort this out at the next meeting."

One by one, the hologram turned off, and finally, Pierce was left standing alone in the room. An assistant suddenly entered the room, to which Pierce turned to him.

"Did you get him yet?" asked Pierce.

"He disappeared after the attack, sir."

"What about the project?"

"Ready to launch, sir, we just need the targets."

"Good." Pierce nodded. "Schedule it to fly two months from now."

"Very well, sir."
