I guess Capitan hasn't spoken to Garb that far.

According to what I first heard in the Lucalis Adventurers' Union Guild, it was usually the right way to ask a fisherman, so I might have asked the Capitans to keep that in mind, even as a galb.

Even this seemingly peaceful Lucalis may have something going on.
