16 Strongest Tai-Jutsu Master Chen Roshi

Sasuke was walking home and trying to ditch the group of girls following him, when he suddenly spotted Itachi in the distance, almost immediately Sasuke's expression turned into one of pure happiness. He ran up to his brother and jumped into his arms. "Nii Chan!" Sasuke laughed as Itachi picked him up. "Did you have a good first day of school?" he asked looking at the girls in the distance.

"Ugh! There so annoying, but there was a strong kid I beat today. His Tai-Jutsu isn't very developed, but his Nin-Jutsu's pretty good! He was able to make multiple shadow clones!" Sasuke said explaining the rest of his day to Itachi, "Well, then have you made any friends yet?" Itachi asked making Sasuke feel a little embarrassed, "No, not yet."

"What about that boy you fought?" Itachi continued to pressure his little brother, "No way! Although he was kind of funny." Itachi laughed at Sasuke's childish and shy remark as he lifted him on top his shoulders. "Come on, I think it's time to train your Chakra control, today I'm going to teach you how to climb trees." Itachi announced making Sasuke very happy, the two left for the Uchiha Training Grounds to begin their practice.

The next day Kibo woke up summoned a shadow clone to go to school and headed to the Hokage's office, he had to wait a while because the Hokage was quite busy; sometimes it took a full hours till he could see to Kibo. After waiting long enough, Kibo was invited into the office. "Kibo it's good to see you again!" Sarutobi said full of smiles, Kibo noticed the large stack of papers next to him and sighed, "Sorry Hokage Sama, but I think you need some advice on how to deal with this much paper work."

Kibo walked up and looked over some of the papers, and he had finally solved why the Kage's were so swamped with documents, it turns out they had no semblance of governmental structures, they had they head's of congress as the Elder's and Council Members, but they just sent all the paperwork to the Hokage. This isn't such a bad idea, as it makes sure that the most important documents are signs, but it can also be seen as a sign of laziness from the other Council members.

Kibo started to talk with the Hokage about increasing the responsibilities of the Council members; they have to be given rights to oversee their designated positions. For instance, from now on the head of the Agriculture must deal with their own paperwork, only reports marked as emergency's or of upmost importance will be sent to the Hokage to deal with, this goes for every other head of Congress that the Hokage elects.

Thankfully he has a large pool of Council members to select from. Their conversation lasted almost two hours; Kibo had given Sarutobi many ideas to regulate his village, at least every one that had ever been thought up from his previous earth. Thanks to this the two had managed to come up with many economical solutions, even Sarutobi could finally see the light at the end of this paperwork filled tunnel.

After initializing this system of governance, Sarutobi wouldn't be freed from the torment of paperwork, however it should never reach the levels of keeping them working all day and night, and once computer's are made it will only get easier. Sarutobi was so happy he almost cried, "Thank you, with this I'll never have to see another mountain of paperwork again."

Kibo laughed and brought up the real reason he came, "I'm looking for the best Tai-Jutsu master in the village. I was hoping you could introduce me to one so I can find a teacher for Naruto and myself." The Hokage tilted his head, "Normally I'd say Might Guy is the best we have in the Village right now, but . . ." Kibo had an idea where this was going, "Hahhh!" Sarutobi let out a sigh. "Go to this grave site, and wait. The man you're looking for is an elderly folk his skin is darkened from living in the wilderness for so long, he has long black bushy hair, and he also likes to wear a yellow and white jump suit."

Kibo was instantly excited because he knew who the Hokage was speaking about, the Hero of the 3rd war, known as the strongest body technique user in Konoha's history, Chen Roshi. "You're talking about Chen Roshi aren't you?" Kibo asked

The Hokage was surprised that Kibo knew about him, but when he considered his fame he shook his head, then Sarutobi said something that instantly poured a cup of cold water on Kibo's mood by saying. "Don't be too excited, the elder has suffered much, he might not take you and Naruto as Disciples."

Kibo thought of Chen's history, and knew why he refused to take another disciple; during the last war Chen had a student very much like Guy and Lee. He was incapable of using anything other than Tai-Jutsu but his spirit and will power were the real deal. However his student perished sometime after the final confrontation in the war, seeing his dead body traumatized him as he blamed himself for his student's death, he thought that if he hadn't taught him than he would still be alive.

Kibo didn't know if he could make him agree, but he could only try his best to convince him, and that might mean saying some pretty harsh things to the old man. Kibo thanked the Hokage and asked if he could search through some records concerning the 3rd war. The Hokage listened to what he was up to and approved, only after another hour had passed did Kibo return. He ran to the classroom and interrupted the lesson, "Sorry Iruka Sensei! I need Naruto to make a clone to take his place for the rest of today's class." Iruka looked at Kibo, then at his clone "Let me guess!" He said pointing to the Kibo attending class, "Your Shadow Clone?" Kibo knew he was in trouble when he rubbed the back of his head and softly laughed, Iruka sighed, before asking "Why do you need Naruto's main body to come with you?"

"I found us a Tai-Jutsu teacher, and need Naruto with me because he hasn't agreed to take us in as Disciples yet!" Kibo announced for the whole class to hear, Sasuke looked at his hand as he thought of Naruto's raw power, and what it could do with it if he trained properly. "I have to ask Itachi to find me one to. I can't lose to someone who already lost against me. I won't give them the chance." He gripped his fist, and although he wouldn't admit it, he now thought of Naruto as somewhat of a rival.

Iruka caved in, and let Naruto use his clone to take his place. After the two ran out Sasuke thought, "I should also ask big brother to teach me the shadow clone. I'm wasting so much time that could be put towards training."

Naruto and Kibo ran towards the marker on the map Sarutobi gave him, when they arrived they saw a grave stone with the name Chen Roshi Hero of Konoha written on it. They noticed a few rice balls had been left out, when Kibo thought that it might be from his daughter rather than his granddaughter placing them there, as Izami hadn't been born yet.

Naruto leaned over and asked "What now?"

"Now we wait!" Kibo replied; while pulling him into some bushes to hide.

So Naruto and Kibo waited, and waited, and waited, until school had ended, the two noticed this because their shadow clones dispersed themselves and sent them the day's lessons and homework. Naruto looked bummed, and was pouting because he hated homework not because it was hard but because he found it boring, he was about to start complaining when Kibo spotted their target. An elderly man matching the Hokage's description, walked out of the forest, knelled down and started eating his rice balls.

Kibo was about to walk out, when he heard Chen speak, "Well you don't have to hide. Come on out!" Naruto jumped and Kibo shook his head, after Naruto walked out, Kibo did so as well surprising the old man. He had sensed Naruto, but failed to sense Kibo. "Hello Chen Roshi, the Hokage sends his regards." Kibo said bowing to him, seeing Naruto looking confused; Kibo grabbed his head and made him bow as well. "What that Sarutobi has kids running errands for him now?" Chen responded.

Kibo stood up and spoke honestly, "This is Naruto, and I'm Kibo; we came here to ask you, to make us you disciples." Before Kibo could continue he shouted, "NO!"

Looking at the kids in front of him he felt like he didn't have to explain. Just as he was about to leave Naruto used a shadow clone to block his path. "Come one man, we came all the way out here with the Hokage's recommendation, can you at least explain why?"

"Oh able to use the Shadow Clone at your age is pretty good." The old man disappeared and reappeared behind Naruto's clone, he looked back over his shoulder and said, "But the answers still no." Kibo moved in front of him using the flicker. "How about an exchange then?! I'll show you my technique and you show me yours." Kibo placed his feet into the ground and assumed the Azure Dragon Fist Stance. He had one arm facing out to meet the enemy with an open fist, and the other tightly clenched at his side. The old man felt a sense of danger and jumped back.

"If your Tai-Jutsu is this good then why do you want me as a trainer?" Chen looked over his stance and found it very appealing. "This is the only Tai-Jutsu skill I know, what me and Naruto need are the basics of close quarters combat. If you want to pass down your techniques as well, then I won't mind." Kibo followed up confidently.

"Little runt!" The elder man grunted as he looked around, "Not here! We'll ruin the gravestone." Kibo relaxed his stance, and then he and Naruto followed Chen through the forest. They ran for around 10 minutes until they came out onto a clearing in the forest trees, "Here this looks good enough." Kibo nodded and resumed his early stance, Naruto jumped onto a tree and watched as his Nii Chan took on Konoha's strongest Tai-Jutsu users.

"I have to say that stance is impressive, even the flaws look genuine, of course as an experience martial artist you're not expecting me to fall for any of them are you?." Kibo smiled as he pulled massive amounts of Earth Nature energy and transformed it into wood energy. The fist at his waist started to glow as an outline of the Azure Dragon's head began to form. "This is the first time I've used this in combat, I don't know if I can control it." Kibo said as even more energy focused onto his fist. Chen started to see this kid as a serious threat as he too took up his stance. A whirlwind of Chakra began gathering at his feet, Kibo knew he was holding back, but he wouldn't show the same kindness "Trying to be fair because I'm a kid!" Kibo started to pull in water nature energy from the air and turn it into pond energy; the dragon outline on his fist became far more realistic.

Kibo's bones creaking under the strain of the techniques power could be heard coming from his body, but by mixing the two natural energies the sound of water and wood rushing alongside each other, it imitated a slow and powerful dragon's roar that drowned out the noise.

Old man Chen was no slouch either, once he saw the change in Kibo's power he grew surprised. The foliage and winds from surroundings gathered at his feet and legs at a greater rate. As it picked up pace, slowly the outline of a dragon made of sharp air blades and leaves from the surrounding trees became visible to the naked eye. Just like Kibo's attack the sounds of the roaring winds and the rustling leaves mimicked the sound of a roaring green dragon.

"Azure Dragon's Fist!" Kibo cried out.

"Leaf Dragon God Kick!" Chen shouted.
