Buenos Aires was indeed a bit chaotic, with people organizing strikes everywhere. This was also one of the downsides of the Perón government. Having risen to power with the support of the unions, inflation had increased in the past two years, and economic development wasn't great. The newly introduced laws favored large factories, and the workers were unhappy, demanding wage increases and so on.
