Lesson 9: Fun Military Reform Part II
The Italian thinker, Macavelli, states this in his book Monarchist Theory.
"Mercenaries and foreign troops, seriously, it's impossible. Magistrate. They'll do anything for the money. Don't trust me. You can't have a standing army, so why don't you rely on mercenaries?
