The Way of Heaven is equal, using the surplus to make up for the deficiency, while the Way of Man is to use the deficiency to support the surplus, that is, to use the people to support the nobles. The people are already poor, but they still have to support the wealthy nobles. This is the Way of Man. Therefore, the Way of Man cannot last long, and the Way of Heaven can be eternal. This is also the reason why no matter how Confucianism repairs it, there will always be chaos in the world. The chaos in the Central Plains today may not be the correction of the Way of Heaven to the Way of Man.
