"I had intended to wait for a more formal occasion, such as the Emperor's Ascension Day in a fortnight, to speak with you all, but considering the gravity of the matters I wish to discuss, matters closely related to preventing the continued suffering in the hive cities, I felt that I should not delay. Furthermore, I believe that acting sooner might help everyone maintain sufficient motivation and give the residents of hive cities everywhere more hope for the coming year, so I decided to convene you all today."
