"Everyone, with the Wangting's ever-expanding influence and the increasing complexity of future battlefields and enemies, the current military structure is no longer adequate to handle potential high-intensity wars. Therefore, changes must be made!"

In the War Hall of the Privy Council, Sochjan's deep voice echoed above the heads of all the Strategos, civilian armed groups, branch bishops, and military representatives of the Savage Kingdoms.

"As the main war force of the Wangting, the Phoenix Army currently has four major problems. The first is its complexity. The Phoenix Army is mainly composed of Path Warriors, Guardian Militias, semi-regular troops, volunteers from the Savage Kingdoms, and various exiles. Among them, just the Path Warriors, besides the Shadow Spectres and Shining Spears, consist of eight complete Paths. And these eight Paths are further divided into seventeen shrines. Frankly, gathering warriors from various shrines together, just looking at the color schemes, one might think we are a jester troupe."

Sochjan's words brought smiles to the faces of some Strategos.

"And this complexity leads to the second problem: disorder. The organization and structure of the Phoenix Army are currently very chaotic. Bishops, I have no objections to the shrines themselves, but on the battlefield, it is generally assumed that a shrine will choose to act collectively and only obey the command of its shrine bishop. This is equivalent to saying that they are completely independent of the Phoenix Army's existing chain of command. I do not doubt the abilities and loyalty of any of you, but it must be admitted that the battlefield is full of surprises. Once any of you bishops are killed, it means that I will lose the ability to command and deploy an entire shrine. This may lead to disastrous consequences in a particular war. As the saying goes, 'For want of a nail, the shoe was lost; for want of a shoe, the horse was lost; for want of a horse, the rider was lost; for want of a rider, the battle was lost; for want of a battle, the kingdom was lost!' War allows for no omissions or carelessness! In addition, the Guardian Militia, due to its high degree of uncertainty and frequent personnel changes, is also not suitable as a combat force for the Phoenix Army."

When designing the military forces of the Wangting, the militia actually had a separate organization, but considering the small population of the Wangting at the time and the limited armed forces available, the militia was temporarily included in the Phoenix Army's chain of command.

In fact, the main combat units of most Arkworlds are also Guardian Militias, but most wars of the Arkworlds are defensive wars, often relying on a small number of elite Path Warriors for attacks, so the shortcomings of the Guardian Militia are not obvious in the Arkworlds, but it is different here in the Wangting.

First of all, the Guardian Militia, as the name suggests, is essentially a militia, temporary in nature. One of the first stereotypes that Sochjan broke after contacting the Aeldari for so long was that the Aeldari are all warlike. In fact, most Aeldari he knew, except for the residents of Commorragh, were very resistant to war. It is not that they love peace or anything, but that they are very resistant to their delicate inner world being polluted by the violence and cruelty of war. Even the war god Kaela Mensha Khaine is regarded as 'inauspicious' by most Arkworlds and Savage Kingdoms. So, although many Aeldari have to participate in combat to protect their homes, as soon as the war is over, they will immediately unload their weapons and equipment, and even choose to completely forget their experiences in the war, returning to the peaceful Path they have chosen.

This may not be a problem in the Arkworlds, but the Wangting, in principle, does not belong to any Aeldari 'homeland'. Except for the few Arkworlds that joined the Wangting, most residents migrated from other regions. The vast majority of them actually came to the Wangting to escape war, violence, and misfortune. Although they are not selfish or narrow-minded, and they know that peace must be defended by force, it does not mean that they will choose to become militiamen every time a war comes, especially after the Wangting's population and military strength have grown rapidly. Even the Aeldari will have the idea of 'let the war be handled by those who are more professional and more suitable,' which cannot be said to be wrong.

So, this led to the Wangting's militia system quickly falling into chaos, because the Wangting does not have mandatory conscription, so each battle requires public recruitment in advance, but the people who respond each time are slightly different from the last time, not only the participants are different, but the number is also different. This dynamically changing force has caused great difficulties and troubles for the Privy Council's allocation and chain of command, and the Strategos also face unfamiliar soldiers each time, which will cause considerable obstacles to their command.

"Third, unclear responsibilities. This is my negligence. Currently, the various Strategos and bishops overlap in command, and the chain of command is established entirely through temporary appointments, which cannot withstand the test of large-scale wars. Moreover, the coordination ability of air power and ground vehicles is insufficient, and the communication and coordination between infantry and Wraith constructs requires 2-3 processes, resulting in a large amount of ineffective communication and incorrect information. The coordination ability of various troops is relatively weak, and they are highly dependent on seers. Once interfered with, it is easy to cause the chain of command to break. Fourth, shortages. The number of people and combat power are seriously insufficient."

After a moment of pause, Sochjan, who was sitting high on the throne wearing a robe and no mask, swept his gaze over the various Aeldari below, looking at the expressions on their faces, some thoughtful and some surprised, and continued:

"Since there are problems, then they must be changed. Hidden problems are often more fatal than surface problems. The crude military structure of the Arkworlds is no longer suitable for the Wangting, and the war concepts of the ancient empire era are no longer suitable for the current galaxy and the enemies we face. Although I have fought for over a hundred years and experienced thousands of battles of all sizes, many of you present have been fighting on the battlefield for thousands of years. I believe you should also have similar feelings. This time, gathering everyone here is to hope that you can bring out your rich war experience and offer advice on this military reform, which concerns the future survival of the entire Wangting, in order to achieve collective wisdom and fill in the gaps. I do not like being a dictatorial tyrant, and I also believe that there are no perfect people in the world, and one person's wisdom cannot cover endless problems."

After Sochjan finished speaking, Ivarhan, as the head of the Privy Council, immediately announced the various contents of the Eternal Wangting's military reform. At the same time, golden spheres flying in the sky projected those information in the air one by one.

In summary, it is roughly these points——

1. Re-establish the Guardian Militia structure of the Wangting. In the future, the Wangting Guardian Militia will be based on 12-person squads, and the entire structure will be three levels: warband-regiment-composite battalion. Establish a Guardian Headquarters, with twelve composite battalions under its command. These organizations are just empty administrative organizations in peacetime. The commanders of the regiments and composite battalions are mainly experienced Aeldari who have practiced the Warrior Path. They have the same military ranks as regular soldiers, but are lower in rank. The advantage is that they are not professional soldiers and can do their own things, but they need to come to the Phoenix Army regularly to receive tactical and command training and assessments. The officers of the Guardian Headquarters are formal soldiers, directly under the Privy Council.
