The Emperor’s Angel of Death

#2632 - Sword to Gomorrah

7. Implement a conscription system that runs parallel with both compulsory and voluntary service.

Although the Royal Court can recruit some soldiers from the Guardian militia who are willing to join the military, this number is far from enough to meet the potential needs of external wars. Therefore, Sojash announced that the Royal Court will implement a universal conscription system, where adult male citizens must register for military service at the Guardian Headquarters. Those who pass the initial review will be designated as conscript citizens, while female citizens can register voluntarily. However, registration does not automatically make them soldiers. Instead, when the Royal Court declares a state of total mobilization, all conscript citizens must enter combat positions within the Guardian militia. At the same time, the Phoenix Army has the right to "conscript" any conscript citizen during wartime, and refusal is not allowed. However, the Phoenix Army will primarily recruit volunteer soldiers from the Royal Court residents, resorting to conscription only when the number of volunteers is insufficient.

Although the Eldar of Craftworlds often practice full conscription, mandatory military service is often seen as a symbol of "unfreedom" in many Craftworlds. Often, many residents are only willing to take up arms when the enemy is at the door. It is said that Iyanden once implemented mandatory military service, but it was abolished after widespread discontent. Sojash's decision was made with confidence only after the Royal Court had achieved several major victories and its power had reached a considerable level, because there is no safer place in the galaxy than the Royal Court now. He believes that for this "peace," the vast majority of residents are willing to accept such a price.

8. Enforce a strict set of military regulations and martial laws.

Although Eldar soldiers have sufficient tactical initiative and discipline, it does not mean they will not act arbitrarily or violate orders from superiors, especially the Pathfinders. As far as Sojash has seen, those Pathfinders have their own "ideas" and strong personalities. But the Phoenix Army is a regular army, and in large-scale operations, discipline is paramount! In this regard, at least Sojash has seen that most Eldar soldiers do not meet the discipline of a Space Marine Chapter, which is something that makes him quite relieved.

As the Empire's "Great Military Strategist," compiling a set of military regulations and corresponding martial laws is an easy task for Sojash.

9. Implement a periodic rotation system.

To ensure quantity and combat effectiveness, the Phoenix Army's non-Pathfinder soldiers and commanders are career soldiers for life. However, considering the long lifespans of the Eldar and their relatively sensitive emotions, it is not appropriate to have them fight to the death. Therefore, Sojash decided to implement a rotation system. When an Eldar has served for a certain period, they will be forced to temporarily retire, but their rank and position will be retained. They can only return to their post after a 100-year break. During this period, they are allowed to switch to other art or craft paths as civilians. The specific length of service depends on the rank, with a minimum of 300 years and a maximum of 500 years.

These are the main nine points, but there are actually more than thirty in total. Yvraine spent a long time explaining these reform projects one by one, which does not include hundreds of sub-items.

After listening, the reactions of the people in the Privy Council varied. The vast majority supported it, but there were also many questions raised, most of which were the same question.

"What scale does Your Highness intend to maintain for the Phoenix Army's infantry?"

"About, this many camps."

Sojash raised his hand, extending five fingers, causing many Eldar to gasp.

"Fifty camps!"

"So many!"

"Even if we calculate based on the minimum standard of 250 people per camp, that's 12,500 people."

"It's impossible for all camps to be at the minimum standard. Based on a median of 400 people per camp, it should be around 20,000 people."

A battle-hardened Strategos thought for a moment and raised his hand. Sojash immediately allowed him to rise and speak.

"Your Highness, isn't this too many troops? This almost means that one in every fifteen people in the Royal Court is a soldier."

Sojash shook his head.

"Not many."

"This is almost the same as the population of some small Craftworlds."

"Because the enemies we will encounter in the future are very strong and numerous. I believe everyone knows what this attack means. It means that the Eternal Royal Court and the Black Heart Kabal have entered a state of war! In addition, there is also the great enemy's servant, Fulgrim, and his corrupted legion! Now the Royal Court seems strong, but in reality, it is full of crises. It is not yet time for everyone to enjoy peace."

As soon as Sojash said this, the Strategos immediately understood that these forces were indeed not many, so he bowed deeply and sat down again.

"Everyone, the mission of the Phoenix Army has changed. In the past, our slogan was to save the Mother Goddess Isha, but now, we have a more urgent and serious task, which is to eliminate Vect and liberate Commorragh!"

Originally, Sojash wanted to say that the slogan was to eliminate the Kabal and liberate Commorragh, but Dolahr dissuaded him, because there are hundreds of Kabals of all sizes in Commorragh. Most of them are in a competitive relationship, especially the most powerful Black Heart Kabal, which is the thorn in the side of all Kabals. If you really want to conquer Commorragh, you cannot put all the Kabals on the opposite side. You should first divide, disintegrate, and even win over some of them. Only in this way can you dissolve and isolate Vect's power.

In fact, Dolahr has been able to gather intelligence in Commorragh so smoothly, which is directly related to the secret assistance of some Kabals. At least there are definitely more people who want Vect dead than there are slaves in Commorragh. Most people who use a knife to kill don't care where the knife comes from. Originally, several Kabals had been quite ambiguous with Dolahr. After the Black Heart Kabal's attack failed, more Kabals secretly contacted Dolahr, but Sojash plans to slow down this matter for now, as it is not yet time to move on Commorragh.

He can slow down his hands, but he can't slow down his mouth. The other party has already launched an attack openly, and the Royal Court must express its attitude.

"Saving the Mother Goddess Isha is still the ultimate mission of the Phoenix Army, but all of this must be based on the premise that the Royal Court and the Eternal Queen are safe. And it is clear that the Black Heart Kabal's collusion with the corrupted legion has shown that the Royal Court will not be safe and the Eternal Queen will not be safe until these troubles are resolved. Therefore, the future army building plan of the Phoenix Army will revolve around one goal."

Saying that, Sojash stood up from the throne.

"Eliminate Vect! Liberate Commorragh! This jewel of the Webway has been covered in dust for too long. Its depravity is not only deeply poisoning the galaxy, but also poisoning the souls of the Eldar race!"

In an instant, all the Eldar participating in the meeting stood up, raised their right arms, and clenched their fists.

"Eliminate Vect! Liberate Commorragh!"

"Eliminate Vect! Liberate Commorragh!"

"Eliminate Vect! Liberate Commorragh!"
