7. Implement a conscription system that runs parallel with both compulsory and voluntary service.

Although the Royal Court can recruit some soldiers from the Guardian militia who are willing to join the military, this number is far from enough to meet the potential needs of external wars. Therefore, Sojash announced that the Royal Court will implement a universal conscription system, where adult male citizens must register for military service at the Guardian Headquarters. Those who pass the initial review will be designated as conscript citizens, while female citizens can register voluntarily. However, registration does not automatically make them soldiers.
