Soren made himself look like he was in his mid 30's and dressed up in his Ninja Uniform then he went to the Hokage's office and put in a request to meet with Naruto, and after a 3 hour long wait, Soren was able to enter the Hokage's office, only to see Naruto half passed out from the over work.
