Tipping is always a nice gesture, but you should always consider the situation when tipping. If it's a restaurant near your home, that you plan on visiting again, you should probably give a decent tip. On the other hand, if it's a restaurant in a tourist hotspot, a tip isn't that important considering how you'll definitely be overcharged for subpar food in most cases. You also have to take the country into account when tipping. If you give a tip in China, you'll be regarded as an ignorant/stupid wealthy foreigner. On the other hand tips are the main source of income for waiters in countries like the US.
