The US military has plans for everything, even in the case of suicide pigeons raining down onto cities. A while back they really wanted to train pigeons to land on enemy ships. Those pigeons would be wearing mini bomb vests which should cause enough damage to potentially sink a ship. Although that plan seems to have been scrapped, because the pigeons were sometimes landing on their own ships, the government realized pigeons could be used to attack cities. So naturally they made a plan for that scenario, which can summed up as shooting them down with lasers. A pretty standard way to deal with issues.
